At 3:19 p.m. on February 7, 2023, Little Rock Police Officers responded to a shooting at 2701 South Scott Street. Emergency Communications advised officers the victim was located near the intersection of West Daisy  Bates and Broadway Street. When officers arrived at that location, they discovered 32-year-old Justin Fletcher, suffering from an apparent gunshot wound.  MEMS responded and transported Mr. Fletcher to an local hospital where he later succumbed to injuries. Subsequently, officers would later verify a second victim, 21-year-old Mohamed Diop, responded to an area hospital with apparent gunshot wound sustained during the same incident on Scott Street. The Pulaski County Coroner responded to the hospital and transported the body of Mr. Fletcher to the State Crime Lab for an autopsy.

The Crime Scene Search Unit responded shortly after Homicide Detectives. A preliminary investigation began as detectives canvassed the area for witnesses and video surveillance. The next of kin was notified. This investigation is ongoing and occurred in the 12th Street Division.
