Just before 7 p.m., on July 29, 2023, Northwest Patrol Officers responded to 11724 Rainwood Road in reference to a shooting call for service. Upon arrival, they discovered 26-year-old Eligiah Lucas suffering from apparent gunshot wounds. He died at the scene. Officers then spoke with 23-year-old Harris Martin who was on scene. Mr. Martin was transported back to Major Crimes for questioning. Subsequently, officers secured the scene and notified Homicide Detectives. Later, the Pulaski County Coroner transported the body of Mr. Lucas to the Arkansas State Crime Lab for an autopsy and the next of kin was notified. 

The Crime Scene Search Unit responded shortly after Homicide Detectives. A preliminary investigation began as detectives canvassed the area for witnesses and video surveillance. After being questioned, Mr. Martin provided a statement and was released without charges pending a file review. This investigation is ongoing and occurred in the Northwest Division.
