(August 15, 2008 -- Little Rock)— On Monday, August 18, the Pulaski County Regional Detention Facility Review Panel will make a presentation in an open forum.
Richard Massey, one of the three attorneys who participated in the panel, will present a verbal report on the issues addressed by the County and City. The forum will begin at 5:30 p.m. on the Alltel campus, in the auditorium located in Building 4. The campus is located at 1 Allied Drive, north off of Riverfront Drive.

The Pulaski County Quorum Court, Little Rock City Board of Directors, North Little Rock City Council and the governing bodies of the other cities that participate in the PCRDF have been invited to attend. After Mr. Massey presents his report, he will be available for questions from those in attendance.

Earlier this year, the three-member Review Panel was created by the City of Little Rock and Pulaski County to review issues between the City and County regarding the Pulaski County Regional Detention Facility. The panel had one representative from the City Attorney’s Office, one representative from the County Attorney’s Office, and one attorney who is impartial to form a committee. Mr. Massey served as the impartial third attorney.

The four major issues the panel was charged with discussing were: 1) the number of federal prisoners the county houses and accepts; 2) the County’s medical obligations regarding prisoners; 3) the County’s obligation to hold City prisoners; and 4) the disparity of payments of the state versus the federal rates.
