12th Street Patrol Officers responded to 3rd and Victory for a pedestrian accident involving a vehicle at 11:43 p.m., on Monday April 3, 2023. When they arrived, officers discovered the pedestrian, later identified as 52-year-old Donald Vinson, was unresponsive and he was pronounced dead at the scene.  The Pulaski County Coroner responded, took custody of Mr. Vinson’s body, and transported it to the Arkansas State Crime Lab for an autopsy. Meanwhile, the driver of the vehicle, 58-year-old Wesley Litchford, remained on scene and advised he did not see Vinson due to darkness of the roadway. Litchford was later transported to 12th Street Substation where he would submit a urine sample for toxicology testing in accordance with State Law. 

Accident Reconstruction Officers were called and responded to process the scene and take photographs, collect evidence, and take measurements. At this point in the investigation, no charges have been filed pending a comprehensive review. This investigation is ongoing and next of kin was notified.
