(Little Rock – March 12, 2009) Little Rock Mayor Mark Stodola today announced that the City has issued the new RFP for the lease or purchase of the Ray Winder Field property.

The deadline for responding to this RFP is Monday, April 13, 2009, at 4:00 pm. By that time, documents must be submitted to the City’s Purchasing Office at Little Rock City Hall.

The Proposals are scheduled to be publicly discussed by the Little Rock Board of Directors during a public meeting anticipated to be held on April 21, 2009, at or after 4:00 p.m.

The Board of Directors will evaluate each Proposal submitted, and will have received a copy of the Proposal prior to the date of the public meeting. The successful Proposal shall be awarded based upon the information submitted within the Bidder’s response to this RFP.

The Mayor has ensured that the RFP contains language that all proceeds from the lease or sale of the City property will be used to acquire replacement acreage for the park, and/or for improvements to War Memorial Park.

The Mayor also noted, “The City expects any Bidder that wishes to purchase the property to provide the fair market value of the property, as is, in the information that is submitted.”

Public notice of the availability of the RFP will be advertised in the Arkansas Democrat-Gazette on March 16, 23, 30, and April 6.

A Pre-Bid Conference will be held on March 23, 2009, at 10:00 am in the City Board Chambers at Little Rock City Hall (500 West Markham). According to the language in the RFP, "This will be the only time publicly to ask questions or to obtain information about the purpose of RFP. Any addenda that result from this Pre-Bid Conference shall be issued by March 30, 2009. The City shall not be responsible for any misunderstanding that a Bidder may have since all potential Bidders are free to contact the City after the Pre-Bid Conference to seek appropriate clarification.”

“There is much interest in the future of Ray Winder Field,” said Mayor Stodola. “I want to assure everyone that this process will be transparent and public. The decision on the future of Ray Winder Field will be made solely by the City Board of Directors.”
