
Under the Federal Register Notice, Little Rock is eligible to receive an allocation of $20,895,000 in disaster recovery funds for necessary expenses for activities authorized under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et. Seq.) related to disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and mitigation. Per the Federal Register Notice, the only areas in which the funding can be expended lie in Presidentially Declared Disaster areas of Little Rock occurring during the incident period as defined of March 31, 2023.
April 6, 2026: The CDBG-DR Home Rehabilitation Program (HRP), Home Assistance Program (HAP), and New Affordable Housing Construction Program (NAHCP) are now live. Applications are currently available for HRP and HAP. The NAHCP procurement opportunity will be released at a later date; however, developers may review the Policy and Procedures Manual for program guidelines in the meantime.
March 31, 2026: During the anniversary of the 2023 tornado, The City of Little Rock plans to launch the Housing application for CDBG-DR. Please continue to check back for updates.
September 19, 2025: City of Little Rock executes the grant agreement with HUD, obligating funds to Program.
August 1, 2025: The City of Little Rock successfully submitted the CDBG-DR Action Plan to HUD on August 1st, 2025. There is a 45 day review period. Please continue to check back for updates.
January 16, 2025: A new Community Development Block Grant Disaster Recovery (CDBG-DR) allocation notice was released by the U.S. Department of Housing and Urban Development (HUD) in the Federal Register Notice.
This program is funded to address the unmet needs resulting from the 2023 tornado. Through the Homeowner Rehabilitation/Reconstruction Program, eligible households may receive assistance to repair, reconstruct, or replace their homes, or receive reimbursement for eligible repair, rehabilitation, or reconstruction costs incurred before applying for CDBG‑DR assistance. The maximum assistance for HRP is $350,000 per household. The maximum assistance for reimbursement of prior costs is $50,000 per household. Applications open April 6, 2026.
CDBG‑DR Allocation Amount: $4,503,250
The New Affordable Housing Construction Program is intended to address an unmet need regarding affordable housing that was exacerbated by the March 2023 tornado. This program will fill additional gaps in housing need where rehabilitation/reconstruction is not enough to meet housing recovery needs. Under this program, The City of Little Rock will support the construction of affordable housing units (including single-family, small rental, or multi-family housing). The City of Little Rock will provide funds to developers for projects in the form of a subsidy or loan. Affordable housing units may be developed on land that includes, but is not limited to, City acquired/owned land. Homes will be constructed and sold/rented at affordable prices to eligible households. The maximum assistance is $400,000 per unit.
CDBG‑DR Allocation Amount: $6,500,000
Homebuyer Assistance Program provides direct financial assistance to eligible homebuyers to support home purchases. Assistance may be used for down payment and reasonable closing costs and will be provided as a forgivable loan. A deed restriction will be placed on the property based on the amount of assistance provided. The maximum assistance for HAP is $15,000.

The City of Little Rock (CLR) uses an online bidding platform (LRProcure) to solicit quotes and post bid notices. Registered vendors are automatically notified when a solicitation matches their selected goods or services via Commodity Codes. Rules governing purchasing and contract procedures were established under the concept of open bidding, and in accordance with applicable laws, statutes, and ordinances. Purchase awards are made to the lowest responsible vendor who meets City of Little Rock specifications and has the capacity to deliver the product or service. The City of Little Rock only receives bid responses through the City’s Procurement Portal. No paper or email bids will be accepted.
