Community Rating System (CRS)
The Community Rating System (CRS) is a voluntary incentive program by FEMA under the National Flood Insurance Program (NFIP) that recognizes and encourages floodplain management activities that exceed the minimum NFIP requirements. Participating communities receive discounts on flood insurance premiums based on their class rating.
The City of Little Rock is currently in Class 7 in the CRS program.
The City maintains its rating by engaging in many types of flood reduction activities, such as providing flood information and ensuring procedures, regulations and standards enforcing FEMA NFIP standards, preserving open space areas in the floodplain, maintaining the drainage system and providing public information and outreach.
Under the NFIP pricing approach, the CRS discount is applied to the full-risk premium for all NFIP policies in the Regular Program in a participating community, including policies outside of the Special Flood Hazard Area (SFHA).
The CRS serves as a mechanism to encourage communities to implement proactive flood risk reduction, ultimately reducing the economic burden of flooding and the cost of flood insurance for property owners.
The 3 major goals of the CRS program are:
- Reduce and avoid flood damage to insurable property
- Strengthen and support the insurance aspects of the National Flood Insurance Program
- Foster comprehensive floodplain management
