Reading on grade level by the end of third grade is important because this is when instruction transitions from learning to read to reading to learn. Access to books is a critical variable in learning how to read. In middle-income neighborhoods the ratio of books per child is 13 to 1, in low-income neighborhoods, the ratio is 1 age-appropriate book for every 300 children.
With support from the City of Little Rock, Pulaski County Imagination Library mails a high quality, age appropriate book to all registered children every month, addressed to them, at no cost to the child’s family.
